Paraguay asks for very little to let you in and taxes only what you earn inside the country. That combination is rare, and it is written into law, not a promotional scheme that expires.

  • The standard entry under Law 6984/2022: a 2-year residence permit with no minimum investment. We prepare the file, book Interpol and police certificates, and escort you through Migraciones.

  • Your national identity card, issued after the residency resolution. It is the key that opens bank accounts, contracts, SIM cards and the RUC. Collection by power of attorney if you have already left.

  • Registration with the DNIT tax authority, your taxpayer number and, when your situation supports it, the Certificado de Residencia Fiscal. Plus a clear briefing on what your home country will ask.

  • Conversion from temporary status between month 21 and 24, including the proof-of-solvency file required since July 2026. Or direct permanent residency via SUACE or the Investor Pass if you are investing.

  • A simplified stock company set up in days, with RUC, registered address and an accountant who files monthly IVA returns. Useful for local billing and for the solvency proof at the permanent stage.

  • Introductions to banks and cooperatives that actually onboard new residents, with the document set prepared in advance. Multi-currency accounts where available.

  • We check every document before you book a flight: validity windows, apostille chain, name consistency. Translations are done by registered public translators in Asunción, as the law requires.

    Your visit to Asunción

    Airport pickup, sworn translations, Interpol and police certificates, the filing at Migraciones with your attorney, and a few good meals in between.

  4. 2–4 months

    Migraciones processes the file

    You can leave Paraguay while the Dirección Nacional de Migraciones reviews the application. Since late 2025 Interpol also confirms with your home country, which can add time for some nationalities.

  5. 1–3 months

    Residency card & cédula

    Once approved, the residency card is issued and the cédula application goes to Identificaciones. Both can be collected by power of attorney and shipped to you.

    RUC & tax residency

    With the cédula, the attorney registers you with the DNIT. You receive your RUC, online tax access, and, if your case supports it, the tax residency certificate.

Questions

Straight answers.

  • No minimum stay is required. During temporary residency you cannot be absent for more than 12 consecutive months, counted from the issue date of your card. Permanent residents may be absent for up to 3 consecutive years. Any entry resets the clock.

  • Not on the standard route. Law 6984/2022 removed the old bank deposit. You declare your profession or activity in a sworn statement. Investment routes (SUACE from USD 70,000 with 5 local jobs, or the 2026 Investor Pass from USD 150,000) exist for those who want direct permanent residency.

  • Almost. The law requires your physical presence for biometrics, the Interpol appointment and the signature at Migraciones. That is one trip of 3–5 business days. Cards and the cédula can be collected by power of attorney afterwards.

  • Typically 4–8 months from your visit to holding the cédula: 2–4 months at Migraciones and 1–3 months at Identificaciones. Preparing apostilled documents at home usually takes 2–6 weeks before that.

  • No. Immigration residency is granted by Migraciones. Tax residency is a separate registration with the DNIT that gives you a RUC and, on request, a tax residency certificate. Whether your home country accepts that you left is a third question, and the one that matters most for your taxes.

  • Serious offences or open proceedings lead to refusal. Minor, old matters are assessed case by case. Tell us at the case review; it is better to know before you spend money on apostilles.

  • From 6 July 2026, permanent residency applicants must actively prove economic solvency (DNM Resolution 407/2026): local income shown by IVA returns, or foreign income shown by an apostilled contract with a Paraguayan address. Interpol now also confirms records with your home country, which lengthens processing for some nationalities. The Investor Pass launched in April 2026.

  • Yes. Each spouse and child files their own application, using apostilled marriage and birth certificates. Children under 14 do not need criminal records. Everyone attends the same visit.

  • After 3 years of permanent residency you may apply for naturalisation before the Supreme Court. It requires ties to the country, basic Spanish or Guaraní, and a clean record. Paraguay recognises dual nationality only with treaty countries such as Spain, so ask us before you plan around it.

  • Scans travel over encrypted channels (Signal, SimpleX or an encrypted upload link), are stored encrypted and are seen only by the people working on your case. We keep them for the duration of the procedure and delete them within 30 days after the cédula is issued, unless you ask us to keep them for the permanent residency stage.

  • Licensed Paraguayan attorneys we work with in Asunción, under a power of attorney you sign during your visit. The Optionality Report coordinates the process, translates, escorts and follows up. You know who is responsible for what from day one.
